How messed up is Africa? They still have pirates?

Am I the only one that thinks its a little rediculous that pirates still exist in a modern world with GPS? I mean, aren't we able to just like track these things?
I am tired of the international waters being an excuse too. What is Somalia going to do? They support pirates? Careful, I think the next republican president might start a new axis of "evil".

What is most sad is that one of our warships couldn't catch one pirate ship (not even the Black Pearl) and had to call in back up. It is good to see though that guided missile US destroyers are capable of destroying several, stationary skiffs though. Skiff just sounds mean.
Anyone else have a problem with us being so worried about Somalia? We invaded Iraq due to blurry pics (which could have been balls) yet we having a problem pissing off Somalia?* I was unaware of the sleeping dragon which is the Somali navy, what with their automatic rifles and shoulder-fired rockets.
